Superintendent, Santa Ana Unified School District

Stefanie Phillips has 16 years of experience in educational leadership, most recently as Superintendent of Santa Ana Unified School District. Prior to being named superintendent in 2016, after a nationwide search, Phillips served three years in the district as Deputy Superintendent of Business & Operations and Chief Business Official. Santa Ana is the seventh-largest district in California.

Her strong stewardship of district finances allowed the district, which had a $43 million structural deficit, to develop a fiscally balanced and prudent budget, while also providing students and employees with the resources they need.

Phillips also worked as Deputy Superintendent for the Clayton County School District in Jonesboro, Georgia, where she had direct oversight of the academic, human resources, operations and finance divisions. Phillips has also served as an administrator for the Chino Valley Unified Ontario-Montclair School Districts.

Phillips earned her Doctorate in Education Leadership from the University of Southern California, and her Master of Business Administration in finance from University of California, Davis.

She has taught as an adjunct professor in teacher and leader preparation programs, and presented at several national and state conferences.
